1280 Print Size Isn't

I recently purchased an Epson 1280 printer.  Prior to printing I make my printing selections such as 4X6 or 5X7.  Select properties, paper, paper size, 4X6, then Layout, Check the Reduce/Enlarge, select Photo paper 4X6.  The final product however is not 4X6.  The actual size is more like 4.25X5.25.  This occurs when   cropped or original photo.  How do you get the correct size settings to work?
