I like the near-far composition. The ice on the reeds looks like lighted candles.

It's a nice composition, but I think your use of long exposure has diminished the impact of a potentially great shot. I keep wanting the ice-enshrouded plants in the foreground to be sharp, but instead they're a blur. The only sharp objects in the scene aren't all that interesting visually. I understand what you were attempting to get with the long exposure. The silky motion blur of the water is there, but the exposure is too long for the ice plants. In my opinion, you need to shorten the exposure enough to keep them in sharp focus, making sure you still have enough depth of field. You may not need to keep them all in focus, but some of them, at least. You might try different focus points to see how selective focus affects the composition.
One more thing: I'd crop out the horizon and sky. They do nothing for me. I think the image is more compelling without them.
