Harrinton's RIP

I read a review of Harmon papers on this site where Richard Lohman noted his use of the Epson 3800 printer using the Harrington Quadtone RIP with one of the benefits being the ability to add warmth and coolness to the highlights, midtones and shadows.
Isn't this possible through photoshop color balance or does the RIP handle it differently?
The RIP would not allow a proof view of this would it?
Are there other advantages to using RIP software on the Epson 3800 with Epson inks?
