I don't have a netbook, but Lightzone might fit the bill.

QImage has raw conversion capabilities. It uses DCRaw.

If you only want to view and do some real basic editing I recommend Fast Stone http://www.faststone.org/. It's free and it opens raw images like my .cr2s. My wife is using it on her netbook.

if you have 2GB RAM everything should work...

if you really want small footprint you can try dcraw - command line that is... can't beat that.

otherwise (a little bit bigger) try such things as ufraw (http://ufraw.sourceforge.net/Install.html), google's picasa, lightcraft's aurora (http://www.lightcrafts.com/aurora/)

Hands down -- BreezeBrowser. Very light on resources, lightning quick browsing and reasonably fast RAW processing.

Just got hold of a Toshiba NB 205 which seems to work fine for teathering with the Canon EOS utility, Zoom Browser, and PhotoMechanic.  I’m looking for a lightweight editing program to layer jpgs with cover and card templates to check the photo and for type layout.  The previous owner of the netbook actually had photoshop CS4 running on it, but I consider this over kill.  Any recommendations for something that will run quckly?  The beauty of photoshop, is I know how to use it.  Photoshop elements seems to be an obvious choice, but is there better, simpler solution?

Depends what raw files you want to convert but if it's Canon then DPP works fine on my netbook. Takes a little while to process 5D II files but that's where DPP's batch mode excels.
