Age might come into it, but bibcul8r originated from telex operators before I was an adult (I'm 42), and I was never a telex operator.
The l33t sp34k has been around for over a decade and, again, I was never a l33t h4x00r d00d, but it doesn't take much to figure it out either way - you just have to keep your eyes and mind a little open. What's more difficult is when words are assigned new meanings, but context is usually enough (at least after a few references).
Point being, the OP's text was hardly worth commentary when what was asked of us was to comment on the image.

Other point being, this is LuLa: the obvious is seldom enough but the over-cryptic also falls flat on its fanny. No, but I suspect it has a lot to do with Gestalt laws of perception (i.e., proximity, similarity, continuity, closure).
