You can buy printers at a huge range of prices. Cheap for some people is expensive for other people - this is a subjective issue. How much do you want to spend?

On the cartridges, the most important issue is how much you intend to print and what the cost of ink per print will be. Cheaper printers usually come with smaller cartridges and the smaller the cartridge the more expensive the ink per print, because the cartridge price includes a lot of overhead that hardly differs according to the amount of ink in it.

How can anyone answer your question when you provide almost no useful info except "good and cheap"?  What maximum paper size do you want to be able to print?  How many prints do you expect to make over a stated period of time?  This would be a good start.

Try the Epson 1430. Prints up to A3+, ink price isn't too bad if you shop around. I have been pretty happy with mine. But forget about it if you want to print B&W.
There are a few good reviews around, do a google search on this printer.

Unless you're prepared to further research to qualify what subset of printer you 'need', I'd suggest you go with Costco for the time being. Their prices are very low and output remarkably good, with a wide range of print sizes available.
