You are confusing terms, badly. DPI is calculated. When you use it in conjunction with the crop or marque tool it's just there for information and converting your selection to the corresponding pixel amounts, nothing is re sampled at all. You want a 22x15.5" @ 360 image so that's 7920x5580 pixels no matter what tool you use to get it there.

I think you are correct. I am confusing terms. I have gone through my settings and I see that what I was referring to as dpi is in fact Pixels per inch.
When all of my images are imported into ACR, I have my workflow options set to AdobeRGB, 16 bits per channel and a Resolution of 360 pixels per inch.
When I bring one into CS that setting is the same. my images PPI (Not dpi I now see) is set to 360 PPI.
My difficulty was in accurately explaining what I was after and secondly finding out how to make a marquee selection sized to what I wanted....
