I used to use Picture Window Pro. They supposedly had a better converter than that used by the Photoshop plugin. The current version only supports PhotoCD in its 32-bit version (due to a lack of a 64-bit dll from Kodak). The software was written by Jonathan Sachs who created the first version of Lotus 1-2-3.

I've used IrfanView but I can't attest to it's accuracy as the files were scans of old slides with seriously degraded color and I have no reference. It will open the files (with a downloadable plugin) which can then be saved as TIFFs.
