Strobes and cross polarizing are a great option.
There's a pretty large range of "copy stand" like use-cases. Depending on the volume of work you are doing strobes can be uncomfortable for the operator (photographer).
On our
RG3040 Copy Stand we generally use strobes. On our
BC 100 Book Capture System we use continuous lights. The main reason being that the 3040 Copy Stand is used to capture many items per hour whereas the Book Capture System is used to capture many items per minute (turn page, take picture, turn page, take picture). In the later case the operator ergonomics are not pleasant with strobe (having two banks of strobes a few feet from your eyes firing 5-10 thousand times in a day).
When ergonomics are not an issue we select strobe every time.
