image area size or paper size ?

I'm not sure which forum this belongs on. When advertising a print size, is the actual image area given or the size of the paper ? For example a 17x22 size paper will have a 15x20 image on it in my case. Do I say 15x20 when selling or 17x22 ? I often times see photographers offering 16x20 prints but I'm never sure if that is the size of the actual image or the sheet itself. What is the most common practice ?

I generally specify image size and frame (mat) size. The actual paper size seems unimportant to me. So I might say "Image 10x15" in 16x20" frame."

Image size. Nobody cares about the paper size. They just want to know how big your image is.

I don't know how to say which is most common, but I've seen it both ways a lot.  I always get a little mad inside when I see someone's advertising paper size.
