Was it a couple of years ago that the government imposed a 50p per month tax on out telephone lines to pay for fast broadband? In 2011 I was quoted Jan 2012 for a fibre optic line. In 2012 I was quoted Jan 2013 for a fibre optic line. Now I'm quoted March 2013. I'm not holding my breath.

Upgrading an entire country's phone network is never going to be a quick operation and some areas are going to get it earlier than others. The more remote spots may never see it at all.
The irony is that a fast fibre connection is still only as fast as the servers you're trying to connect to. Although I'm on a 80mbs fibre here, a page from Motorola's support forums takes a full ten seconds to serve, that particular site wouldn't be much slower via dial up :-/
