From Adobe's own CC help forum and written mostly by the buying public who thought CC was a good idea, until they saw the pricing discrepancies between the US and the rest of the world that is.

Why Creative Cloud for Europe is so expensive?

Unfortunately, Adobe has not changed it stance on pricing in the UK/EU since the 10,677 strong 'Fair Pricing' EU petition (CS3 days) - various magazine and online articles also covered the story. It ruffled a few feathers at Adobe as press releases soon followed to try and defend their pricing outside America, such as found in the BJP magazine article*

As CC is only a downloadable product, Adobe should open their US servers to non US residents at one price for all - pigs might fly.
